These 38 Assisted Living Centers are among the largest licensed communities in the two counties. Each profile shows the ADHS license, licensed beds by care level, first-licensed date and the inspection and enforcement history AZ Care Check publishes.
How many licensed assisted living facilities are in the Phoenix metro?
ADHS lists 1,762 active assisted living licenses in Maricopa and Pinal counties as of October 24, 2026: 219 Assisted Living Centers (11 or more residents, 20,990 licensed beds) and 1,543 Assisted Living Homes (10 or fewer residents, 12,477 licensed beds). 1,685 are in Maricopa County and 77 in Pinal County.
The cities with the most licenses are Phoenix (377), Mesa (197), Scottsdale (193), Chandler (159), Glendale (146), Surprise (145), Peoria (134), Gilbert (86). Small homes outnumber centers about seven to one, which is unusual nationally and is a defining feature of Arizona assisted living.
What is the difference between an Assisted Living Center and an Assisted Living Home in Arizona?
Both are the same ADHS license category, assisted living facility; the difference is size. An Assisted Living Center provides rooms or units for 11 or more residents, and an Assisted Living Home provides rooms for 10 or fewer, usually in a converted single-family house.
Centers tend to have activity staff, dining rooms and on-site nurses or wellness directors; homes offer a household setting with fewer residents per caregiver. Either can hold any of the three ADHS service levels (supervisory, personal or directed care). The official definitions are on the ADHS provider type definitions page.
Which Phoenix-area facilities are licensed for memory care?
Arizona has no separate memory care license; dementia care is provided under the directed care service level. In Maricopa and Pinal counties, 185 of 219 Assisted Living Centers and 1,531 of 1,543 Assisted Living Homes are licensed for directed care.
| In Arizona… | Assisted living (supervisory / personal care) | Memory care (directed care) |
|---|---|---|
| What it is | Housing plus help with bathing, dressing, medications and other daily activities for residents who can still recognize danger and call for help | The ADHS directed care service level, for residents who cannot recognize danger, summon help, express needs or make basic care decisions — the level that covers most dementia care |
| What it isn't | Not skilled nursing; a nursing care institution is licensed separately | Not a separate license type: it is a service level on an Assisted Living Center or Home license |
| Who licenses it | ADHS Division of Licensing Services, under Arizona Administrative Code Title 9, Chapter 10, Article 8 | |
| How to verify | The facility's AZ Care Check record lists every service level it is licensed for, with capacity, plus inspections and enforcement actions | |
